There are only 3 known CB litters born in Canada this year. All were Northerns.
There is a 99% chance your skink is either WC itself or it's mother was a gravid WC animal who gave birth in captivity. As in there is almost no chance it was purposely bred from two known healthy adults and cared for as a CB skink for it's life. As a rule in Canada IJs, Meraukes, and Indos are always WC.
Also, keep in mind the person could easily have lied to about the age (either to make the sale or because they were lied to themselves). Unless they got her when she was small and saw her grow she could easily be much older than you think. And if they did get her small then at least you have an approximate age.

Did they say she was small and that she'd outgrown the tank? If they didn't know enough to prevent MBD they may also not have know a BTS should be in a larger tank.

Phaemas - Mel and Brad are completely right. There is a 99% + chance that Serina was born to a WC mother. Two of my skinks where born on November 13th because their mother was imported gravid. I assume all my Meraukes are either WC or captive born to a WC mother. People in Canada aren't breeding Indonesian species.

If you want to know for sure that she's around a year you could always send them a polite message asking how big she was when they got her.
Basically, if you don't know how big she was she could very well be much older than 11 months.

It's worth a try. If you know apx when they got it and it's apx size (even simply 'much smaller') you can figure out if it's really under a year (and therefore probably from a gravid WC or at least spent most of it's life in captivity) or possibly older and WC as an adult.
It's not necessary to know this all really, but having a general idea of your animals age is always nice.
Either way, she should be treated as a WC reptile. This means quarantine from other reptiles, watching for mites/respiratory infection to surface, and getting a fecal check (and vet check if possible). You already know her care wasn't up to snuff, so don't treat her like she's from a well-known breeder and is healthy; take all the precautions you can to make sure she and your other reptiles stay safe.

I will remove all doubt for you. November is the birthing season in the southern hemisphere, and Irian Jaya Blue-tongues are imported into North America in huge numbers. The gravid females that are imported give birth during November and December. So these simple facts leave no other option but captive born babies from a Gravid wild-caught female.
Also, I should mention that Irian Jaya babies are very calm whether they are captive bred or from WC gravid females. In fact, even the wild caught adult Irian jaya BTS are generally quite calm.
