You need to post a good photo of it so the others can help :)

in the meantime:
Having a build up of anything, even in your own mouth, makes bacterias want to live there. so its not too good.
Skinks tend to wipe off food from their mouths after eating, all by themselves - with the help of the substrate sometimes.

If they don't get all the food off of their mouth after eating, it can dry on and stay there for a long time. Even after it is dried on though, it is still usually very easy to remove. I usually just gently scrape it with my finger nail, but if you aren't comfortable doing that, it should come right off with a damp cloth.

It shouldn't cause any problems, but like mentioned before, you really don't wannt anything built up that can harbor germs or bacteria. Just wipe it off when you notice it.

Tish has her own wash cloth for after eating things that might stick. She'll prop herself up in the corner of her habitat when she's done eating to get her wipe down, I rather think she enjoys it. A warm wet wash rag should remove any extra gunk stuck in there too.
Tish really likes it if you wipe the corners of her mouth while it's open, she's a strange one though, I wouldn't suggest it if your Skink isn't used to having his or her mouth messed with.
