My guess is going to be that its caused by the size of the tank. I kept my Mazi in a 6m x 4m avairy (It was originally built to breed some large species of bird), but when we moved and he had to temporarily live in a 1m x 1.5m (sorry, Im not good at ft and such) he was always trying to get out, despite having tonnes of foliage, rocks, places to hide etc. My thoughts was that he found it too small compared to his previous home.
Also, while this may have been mentioned earlier, Ill bring it up again, how is the temp. gradient in a tank like that? He may be too hot/too cold and so is having trouble finding somewhere comfy.
Personally, if it is your lease agreement getting in the way I would either a, accept the fact that I cannot provide for this animal and find it a better home, then perhaps look into another bluey if you move. Or b, (and this is what I would do) Get a large storage container or lightweight tank, set it up completely and let him live there. Then, when your house is inspected (or whatever happens), put it under your bed, in a cupboard, or even put boxes in it so then it just looks like its full of boxes (and remove the lid and light fixtures of course. Although this would only work for storage containers). Then place your bluey into the old tank so as not to raise any questions or suspicions.
Sounds like a pain, yes, but it is what is most likely going to be required. I used to have a friend who every inspection pulled off some epic mission to get her ferrets in and out the apartment
