they're born that way... just kidding!
actually, not all blue-tongues ahve blue tongues. if i understand, the pygmi are pink tongued skinks (but still called blue tongue).
the simple answer, and most widely accepted (from the research i've done) is that predators are scared of prey that have colorful mouths. it's usually an indication of poison.
hope that helps!
(wow, i helped someone... i might be a good skink owner after all)

Yeah the blue indicates to 'predators' that
"I'm poisonous leave me alone!" ... lol
Much like the Poison Dart Frog.
A majority of them have bits of blue over there bodies,
or just a variety of very bright colours.
There is also a snake (forgot the name) that has different colours including blue that warms other predators that its poisonus.
So the predators back away or walk off. (I learnt that in biology class)
Mainly brightly coloured or a creatures with many different bright colouring are to be known as poisonous/very dangerous to other creatures.

I kind of said that through my teeth, but really, thank you for the vote of confidence.
There's a 15%-80% ratio of unfunny-to-funny going on at Comedy Central.
For further opinions, I suggest everyone see the movie "Idiocracy," by Mike Judge.
