Scales
I'm worried my skink has scale rot, this is the only affected area, and it's not red but I haven't seen anything like this on him before

I do not see anything to be concerned about here. Looks like just one scale with a slight irregularity. Scale rot most often manifests itself underneath, from damp and/or unsanitary conditions. It does not just appear out of nowhere.
