Yikes, definitely looks like mites. Ditch the substrate, use paper towels, remove all furnishings and either discard or freeze what you can. You can bathe your skink in dawn dish soap and water and keep it bare until you are absolutely certain all mites and eggs are eradicated. It's going to be a process.

Looks pretty nasty and the lethargy definitely is concerning. A healthy skink should be alert and active even with mites. I recommend taking the poor guy to a reptile vet especially when in this state they will prescribe some ivermectin which will also help kill the mites and definitely get it checked out for other illnesses.
