Is this mouth rot?

Hello everyone, I have a Merauke Blue Tongue Skink who is about 5 years old. I keep his humidity at about 70-75% and he eats dog food and collard greens mostly, with the dog food being a frozen meat pellet essentially. He has been eating fine but today I saw this on the edge of his mouth and could not tell what it was. I tried wiping it off but nothing came off, so I was wondering if maybe it was the start of mouth rot or maybe he’s just dirty? Any help would be appreciated.

I do not see anything abnormal or worth concern.
