Yes it's normal. What are your temperatures and has it eaten anything yet?

Ok well as I said its normal behavior for a new skink. However if the basking temperature isn't hot enough, that can also cause lethargy. So it'll be a good idea to find a thermometer to measure. Temperature guns and probed thermometers work best. Basking temperatures between 110 and 120 are ideal for Halmaheras

it seems to be around 85 degrees in the basking spot, the room it is in is fairly cold and i cant move him to another. Do you have any recommendations for it to heat up, heres a pic of the enclosure.

You might try
1) buying some polystyrene sheets about 1/2 inch thick and placing these on the outside of the back and end/sides of the tank, this will increase the insulation of the tank considerable over that of bare glass .
( Glass sheet is very poor as a thermal insulator , is more a heat sink than an insulator , dues heat through it
glass k value is 0.96 w/(m.K)
expanded styrofoam k value is 0.033 W/(m⋅K).
so it can be seen for the same thickness , SSF is 960/33 better an insulator. )
2) a ceramic heat element positioned in the cool zone will bump up the tank temperature .

ok thank you, i will try those and see if it bumps up the heat.

If you are going to be using a CHE make sure you carefully monitor humidity. They tend to dry up the air rather quickly.
