Hey there, my blue tongue skink has been wretching for a while, and some clear, sticky liquid is coming out of his mouth.. Is he dehydrated, or is something else going on?

You need to take your skink to a vet for treatment. It sounds to me like it could be a respiratory infection or check to see if it vomited, which could be for any number of reasons. The sooner the better.
