Tail Regrowth

How much of the tail will regrow if the entire tail has been torn off?

Generally it just closes up and tapers off, but not much length grows back. Could be some regrowth but generally it's more of a tapering off.

Yes. The stubby tails do not affect breeding as long as the cloaca is not damaged.
