If a 26 year old skink is producing babies well, it is probably ok to breed a 13 year old skink. They are all different, but generally, if a skink mates, that means it is capable of producing babies. When they get too old, they either stop trying (males) or they don't allow other skinks to mate with them (females).

Of course there are cases where a male will more or less "rape" another skink against its will, but that happens with young skinks too. Even worse, the rape victim does not necessarily have to be female. :?
