If he's a baby, a sperm plug isn't likely just yet!

Sneezing is normal with skinks, they burrow a lot and get particles stuck in their nose. You only need to worry if they start getting bubbles or liquid from their nose and/or mouth, this can be a sign of RI (or a sign that they stuck their head in their water dish). The white poop you saw was urate. It's the semi solid form of urine that they have. Skinks urinate pure water, but along with it comes that white liquidy solid mass that is the waste material! Don't worry! :)

It depends, mine didn't drop any sperm plugs until just recently that I've noticed (as in the past few weeks, unless I missed them in the past) I found out he was a boy maybe like 3 months ago at very most when I saw a glance of his hemipenes. Just be patient because as a baby they won't be showing any signs. (hes currently 9 months old)

Blueys sneeze a LOT so it's nothing to worry about unless they have a stuffy nose and watery or crusty eyes.

Once yours is a few months older there's a chance that we can help you determine whether it's a male or female by physical appearance. I guessed mine was a male after a while and ended up being right. Once your skink is older you can post some birds eye view pics from straight above to show the proportions and such of the skink to get a better guess of what s/he might be.
