Is it normal for skinks to sneeze? Maybe once every 5-10 minutes, especially during periods of hyper-activity?

Yup, it's very normal. Especially in dusty areas or when the skink is exploring. Things to look out for include bubbles or crusts in the nose/eyes/mouth and wheezy or crackling breathing.
