there are large amounts of dandelion greens and other bluey treats in my backyard witch is on a hill we just put fertilizer in the front yard is those greens still safe enough to feed or is it too risky

What kind of fertilizer? If it's a natural one with animal dung or such it wouldn't be harmful, but if it's a chemical one there might be issues. Read the fertilizer instructions to know how safe it is?

Fertilizer shouldn't be bad, but definitely check out what is in it. It is probably nitrogen, phosphorus etc. If you use any sort of herbicide or insecticides would definitely not be good to feed the greens, but if it is just fertilizer then the dandelion should be great to feed. Just rinse them well and chop them up, you can feed the flowers too.
