Welcome
There is a great caresheet here http://www.bluetongueskinks.net/care.htm
1. There are many substrates good for them. The most commonly used are aspen, cypress mulch, repti bark, and care fresh.
2. If your not sure if it's eating ask the store
. To get it to eat you should offer it something it likes. Blueys usually go nots for fruit(mine likes strawberries and bananas) or meat(roaches,crickets,worms,cat/dog food, turkey/chicken). It looks underfed it may have parasites if its a gigas species. A fecal check may be needed.
GIVE US THE PICS!!!

Definitely read the caresheet. Study it well! He might not eat for a few days. Very cute though! <3 I want a Merauke really bad. They are just so cute!
Also, as some advice for later in life, try not to buy animals from pet stores. They are much higher quality with a breeder. And, although a breeder may seem expensive, buying an animal from a pet store will probably cost you more in the long run from vet bills.

Welcome.
We have a vet list here:

Good luck with this guy, he is definitely skinny. Offer lots of nice, healthy foods and get him checked out by a qualified vet and I'm sure he'll start putting on weight.
