If you are out supervising, why not sit down and hold him securely? While the exercise is a bonus, if it runs the risk of him running away, then just the outdoor time in natural light will be good enough. He'll benefit from the natural UV anyway and sunlight has been shown to improve mood and increase longevity, although this has yet to be proven in skinks, I think, but it definitely won't hurt. Even sitting with your legs outstretched provides physical barriers, enough to deter a run for it, at least until you have time to react. Just remember that with all "exposure", instinct will still allow for fear, so if you have birds flying, airplanes, lots of ambient noise, going outside can still be a scary experience in itself. He won't know you "have his back" so to speak. Placing a small hide, such as a log or even a towel to hide under, will provide security. Laying a towel half over his back may give him a secure feeling, while still having one end in the sun.

I'm glad I read this, I was planning on getting/making a harness for my guy, too!

Does anyone know of any pens that have a bottom? Irwin may not be able to run fast, but he's a master at digging/burying himself, and seeing as I live on an island our dirt is really soft and sandy, so I'm afraid of him getting away that way

if captives cant run as fast as wild ones then they arent being kept correctly,as they should have the exact same ability as there wild relatives, and even stumpies can turn on some pace if they want to

That's not what I'm saying. Captive ones shouldn't have the urge to run away from human-site, after being in captivity long enough.. besides a few skinks here and there.. like Mel's Caramel Northern.
