Stuck(?)/dry foot shed

I got my bts a few months ago from the Sac reptile convention and he's my first reptile ive ever owned. I've dont lots of research so i was fully ready when i got him. im fairly young for most retile keepers but my bluey means the world to me. recently the bottom of his feet have some dry shed, and ive tried soaking them multiple times. i wouldnt be worried but he finished shedding weeks ago, along with a new behaviour where he is lifting his legs. i tried looking it up and couldnt find anything. i cant tell if hes bothered by the shed or if its something else but he is far too squirrley for me to hold onto him and get all the shed off without stressing him out. and in return im stressed out. i just want wants best for him and dont want anything major wrong with him. :noknow:

A warm soak should work, and a humidity friendly substrate if you have an Indonesian species. What type do you have? Substrate? Pictures?
