new lizard, healthy?

hi everyone,

i have just bought a new eastern Blue tongue baby and i just want to make sure that he is healthy.
he always seems relaxed (the main reason i chose him) and he looks like he is healthy but i just want to make sure because I have never owned one before (i did heaps of research before getting one but i just don't have experience with reptiles) I have had him for just over a week.
1. When i run my fingers along his side i can feel his hip bones, i saw somewhere that this may be a sign of being underweight but the hip bones aren't visible and he eats fine.
2. i live in Australia and right now it is summer. Despite my best efforts, the cool end of the tank is usually around 26 degrees Celsius (78.8 degrees Fahrenheit) is this a problem? i do live in the area where Easterns live. i do see him basking but he spends a considerable amount of time on his cool side in one of his hides.
3. He has a few small white dots on his back, is this a concern?

Additionally, could someone please explain vetafarm's lizard pellets to me?
do they replace meat or vegetables?
can they be a staple source of protein?
are they just a supplement for the food that is already being given?

Feeling the hip bones and not seeing them is normal.
26 degrees is just fine, i have the same cool side temps for mine and never had a problem.
The white dots all over his back are probably part of his patterns, its nothing to worry about.
