How many heat bulbs do you have in one room?

EDIT: Maybe try and lower the room temperature of the whole house, or room if you have it climate-controlled, or leave your door open to let more cooler air into your room. I noticed since I have about 7 heat sources coming from my room, and room temperature is set on 78 (Which is pretty cool in Florida), I opened my door more often, got a direct heat bulbs for a couple of 55's, and used a stone to lower wattage, and it seemed to work out pretty fine.

this is getting annoying now :x my temps have been fluctuating each day. yesterday my hot side was going between high 90s-low 100s and my cool side was high 70s. today my hot side is at 94.5 and my cool side at 82.5

im gunna try getting a small fan to put over the cool side of the cage and hopefully that will help with the ventilation on that side. i would use the heating pad i have for the basking side, but it seems like when i do that it gets too hot.

Do you have an all-glass tank with an open top?
I think you'll see much better results by raising your basking tile up towards your heat source. If your cool side is still too warm, you may need to play with raising your heat lamp up further until your cool side is where it needs to be, then raise your basking tile up to where it's around 100 degrees. Once you achieve your cool side in the upper 70's, lower 80's, and basking tile in the very low 100's you should be set with everything in between for your skink to regulate.
