Skink NAils
Noams nails are toooooooooooooooooooo long. He is not moving around much could nail length be the reason, he though doesn't poop on a regular scheduel once a week, I thought he might have been impacted because I had fed him mealworms 3 days feedings and he didn't go to the bathroom for 10 days but yesterday he came out with a small dropping, he did eat a meal tonight and has been drinking, could he be impacted or could the lack of movement be his nails.

There are chances, but IMO most likely not.
Skinks are not always on the "every 7 days" schedule.
As for the nails, Katrina mentioned not to long, to put more drift-wood, just more things in general to chip off the nail that is growing over.

Trim his nails right away if they are so long that it could be causing problems.
Mealworms don't cause impaction. Is he straining to go to the bathroom at all? Have you tried giving him a bath? It sometimes helps thing moving and will soften the nails for trimming too.

No I have not seen him straining to poop, he has had 2 warm baths lately.

you can clip the nails just like a cat. Their quicks are easy to see because the nails are clear. If they are beginning to curl under...they are tooooooo long! 
If you google "trimming bearded dragon nails" you can get a lot of diagrams for where to trim, but blueys are easier since their nails are not usually dark.
