IMO, I would not use that type of dechlorinator. They have specific ones for reptiles. If you need it in now, a short period of time with regular tap water will not hurt your skink. This will buy you time to get the correct type for reptiles.
However, Instead of chemicals to remove whatever you want to remove, Id recommend just purchasing distilled or RO water to use for your skink. In all honesty, Id just use the tap water

Fish stress coat has other things in it besides dechlorinator, thats why its called stress coat- It replaces the slime coating on the fish's scales. Probably not good stuff for a reptile to be ingesting. Get a Brita water filter and enjoy some filtered water for yourself as well as the reptiles! (thats my method) Or, as Brad suggested, get a reptile-specific water dechlorinator.
Do not go where the path may lead, go instead where there is no path and leave a trail.

I buy jugs of drinking-water for like 80 cents a gallon at Walmart. But we have used a product by ZooMed called Reptisafe. I don't remember how much we paid for it, but the little bottle should last for years and years. For just drinking you only add like a drop.
