From a pure handling slant, your best bet will be a CB (captive bred) merauke. That said, availability is limited. Why are you limiting your options to the Asian species?

I don't get the "not too nice" part. Likes to cuddle and not too nice seem to me to be polar opposites... I thought you were interested in one of Mel's babies? You basically want to go captive bred like Nomad said which harder to find with the Gigas species you mentioned. Your other option is to find one that is already a friendly pet. (However be sure to check out the Indo...for all you know they bought it at a convention and it wasn't friendly enough for them so they decided just to find it a new home). If you are planning to buy an Indo at a show or from a website because the cost is lower, you might want to factor in the cost of the fecal exam you will have to do. If you get one that is already someone's pet, you might want to ask if they've had a vet checkup or a fecal exam for the Indo.
No, it's a SKINK not a SKUNK. Er, no, it's not a Blue Tongued Skank---although I do think I dated one of those at some point.

Marvin loves to cuddle but he can only tollerate so much attention from me. Hes nice but he's not too nice but he's not mean eaither. Basicly a skink with an attitude:D

This isn't something you will get from an entire species. The skinks attitude or tolerance of handling is something that varies in each individual - it isn't something you can pick based on the species.

Most skinks will never exceed 24" - 24" is on the large end. A 30" BTS is most definitely the exception and not something to worry about.

Like Nomad asked, why are you limiting yourself to the Gigas species? A Kei will be too expensive and they aren't "cuddly" at all. Most of your options for any of these species are wild caught or captive born (but not captive bred).

If you are in Winnipeg, your best option by far would be to get one of Mel's baby Northerns. Captive born and bred, parents are gorgeous, babies have been handled and are used to people, you know they are healthy and in perfect condition.

Now onto tanks:

My big question is:

Cheapest best lighting & decor. Marvins UVB and hood was over $70!!! Oh my that was JUST TWO iteams O_O. I can steal a heat sorce from Miles as he has 2 and only uses one. As well as one of his UVA/UVB bulbs he has both. I have aspen shavings. whats an overall cheapish set up as the deal with my parents was this:

I pay for the set up you pay for the lizard. I'm 13...
