One of the reasons why it is so important to get the tank up and running well before the skink arrives; these kinds of problems are the "kinks" in the system. Just as a point of note.
The temperature in the tank may very well change, but it's the basking surfaces that are the most important. If you have a stick-on style thermometer (which are almost worthless for pet keeping) especially the color-change type on the glass, they will change dramatically. Why? If a slight draft is produced by an air conditioner, the glass acts like a heat sink, and will drop as much as 15'F just at the glass surface. Same thing with a heater or a window nearby to increase the temperature, though a window can be much more dangerous if sunlight gets through: cooked skink.
Get an infrared thermometer from Radio Shack or http://www.tempguns.com, that way you can see what the basking surface temperatures are, between 95'F and 105'F.
